The post‐Griffiths period in the British National Health Service (NHS) has seen a major upswing of interest in the evaluation of organisational performance. Many criteria are available to conduct such an evaluation. This paper presents a coherent framework to assist in thinking about this area. It explores the definitions and usages of relevant concepts. The variety of perspectives that actors in the health care field hold about quality are also examined and the inevitable role of values highlighted.

Reports on the first phase of an evaluation of the UK Clearing House on Health Outcomes (UKCHHO) undertaken by a sample survey of purchasers and providers on its mailing list and users of its enquiry service. Explores user satisfaction with the services and publications of the project, uses made of the information provided and perceptions of the future role of a UKCHHO. Reports overwhelming satisfaction with the enquiry service and agreement about the usefulness of Outcomes Briefing. States that the main areas of use for the information provided were within clinical audit, guidelines and the exploration of outcomes within routine clinical practice. Also that the findings provide evidence of the need for an expanded brief for a UKCHHO, to include the provision of an enquiry service on study design and demonstrations of the value of the collection of outcomes data. Notes there is an urgent need to show that the systematic collection and use of outcomes data makes a difference to the quality of care provided to patients and to the purchase of services.

Clinical guidelines are being widely advocated. Discusses the agenda for outcomes in a context of both purchasing and providing and from user and clinical perspectives. Debates the question of whether practitioners will change their behaviour and act on research evidence.

In this study we demonstrate how the Health of the Nation Outcomes Scales for secure and forensic service users (HoNOS‐secure) tracks risk and recovery in men with mental illness and men with learning disability in a secure care pathway. Total and individual HoNOS‐secure item ratings made by multi‐disciplinary teams across the course of a period of admission (mean 15 months) for 180 men were examined. There was significant positive change on the clinical and risk‐related scales of HoNOS‐secure for patients in the learning disability care pathway (N = 48) between initial and final ratings. In the mental health care pathway (N = 132 patients) an apparent lack of change masked a more complex picture, where initial decline in HoNOS‐secure ratings was succeeded by significant improvement. Results suggest that it is challenging to measure clinical and risk‐related medium‐term clinical outcomes objectively for these patients, particularly in relation to core issues of treatment of mental disorder, and reduction of both problem behaviour and risk to others. However, it is important that practitioners continue to strive to demonstrate the benefits of care and treatment through appropriate outcomes measures.

From its first patent statute, the United States awarded patents to the first person to invent. The rest of the world eventually adopted “first to file” regimes, in which the first person to file a patent application was awarded the patent. In 2013, the United States moved closer to harmonizing with the rest of the world. The America Invents Act created a “first inventor to file” system, representing the most dramatic change in US patent law in over fifty years. This chapter explores the new provisions by offering a basic operation of how they operate. It then discusses the myriad of new administrative procedures at the United States Patent and Trademark Office that were created in the America Invents Act. These procedures have the potential to challenge patents more cheaply than in litigation. The chapter discusses the various requirements and limitations of these provisions.

In the last four years, since Volume I of this Bibliography first appeared, there has been an explosion of literature in all the main functional areas of business. This wealth of material poses problems for the researcher in management studies — and, of course, for the librarian: uncovering what has been written in any one area is not an easy task. This volume aims to help the librarian and the researcher overcome some of the immediate problems of identification of material. It is an annotated bibliography of management, drawing on the wide variety of literature produced by MCB University Press. Over the last four years, MCB University Press has produced an extensive range of books and serial publications covering most of the established and many of the developing areas of management. This volume, in conjunction with Volume I, provides a guide to all the material published so far.
